The idea for the Cow Palace originated at the 1915 Pan-Pacific International Exposition in San Francisco, where the livestock exposition was a popular attraction.

The San Francisco Exposition Company was formed in 1925 to finance the project, and the land was purchased in the Marina District, the same location as the 1915 fair. The Cow Palace was conceived during a time of great economic and social change in America. Built as part of the New Deal’s Works Progress Administration (WPA) initiative, its construction provided much-needed jobs and economic stimulus during the Great Depression.
